Tethering Hotspot

I'm moving and I want to tether my hotspot cause I won't have internet for now at my new place why not use tmobile hotspot but I want to use it unlimited without usb tether. I have tried the foxfi app and it doesn't work still uses up my amount I have for hotspot. I found a tutorial changing apn and still didn't work. I want to be able use hotspot and charge phone if needed not have it only use one device through usb but multiple anyone can help thanks.
