Here is Samsung Pay 2.5.11 pulled from my wife's S7. Only Samsung Pay was updated, not the framework. I watched the update.
You do not need the Framework APK if you are upgrading from Version 2.5.02. If you have another version installed then you should update the framework also
This version has to initialize after install. I was nervous for a second but it still works.
