Can you compare the speed with another phone at the same time and with the same carrier?
And how was the speed in UK where you got the device?
Think if the modem flash part would be damaged, communication won't work at all.
However, there could be a hardware malfunction, e.g. with the antenna. In this case no erase / flash action would help.

CSC can not limit my data transfer?
