this might be a stupid question but is it possible to enable the frame rate monitor which some devices have in developer options with adb? or is it hidden from me because my device doesn't support it?

Idk exactly, but I think if developer options are active they'll show you all options available for your device, and when something isn't shown then it isn't available for this device.
However, it might depend on the specific firmware, especially for some carriers. Maybe they want the vendor to remove or hide some options.
