I still wonder if the UK service providers will resort to blacklisting the phone to render it useless?

In Toronto, N7 still is blocked. Wish, wish it was unblocked.

I'm curious to know if your N7 is still unblocked? Have you checked your IMEI on an online checker to see if it is listed?
My N7 hasn't been used since I got my replacement phone, a Pixel XL. Bored of my Pixel now and would like to go back to the N7, so I've checked the IMEI on an online checker and it says it's been blocked since December.

If the IMEI is blocked is the phone completely unusable?

No, you can use all other connectivity like wifi or bluetooth, or functionality like the camera, media player etc.
If you carry a second device with you, make up a mobile wifi hotspot there. Then you are able to connect the (IMEI blocked) device to this mobile hotspot and even make and receive calls. It may be necessary to setup a voip app like skype, hangouts etc. and get a phone number from them. To receive calls to your original mobile number, put the simcard into the other device and make a call redirection to your new voip number.
There are similar solutions for text messages too.
