How to Enable Developer options:
Go to Settings---> SYSTEM---> About device---> Scroll down to you "Build number" and tap that section until it says the Developer has been turned on.

How to Turn on USB Debugging Mode, OEM Unlock and Verify Apps via USB:
Go to Settings---> SYSTEM---> Developer options--->

Scroll down and enable USB Debugging Mode, OEM Unlock and Verify Apps via USB by moving the circular knob to the right.
*Note* you need to scroll down a little farther to find "Verify Apps via USB"
