I was informed by ATT that all updates are pushed to the phones overnight and over a WIFI connection due to their large size. I have just flashed to fix the 60% issue(i think) and I have installed the update blocker(i think...). Will I be safe connecting to a WIFI network or is the risk still too great? Also, Thank you so much to everyone involved in putting this together. I can imagine how much work goes in to these kinds of thing. It is very very very appreciated. Happy holidays!

Yes, it is safe to connect to wifi.

Carriers push OTA updates via Wifi and Cellular so no mater as long as you have followed the blocking process you should be good via this update blocker or a package disabler.
