To handle system apps and services you have to set the shield app as device owner (Knox prevent will not work for those apps).
To enable device owner, follow this guide:
shield/device-owner-qr-setup/
Another method is to remove ALL accounts from your device (you can add them back later) and set device owner with ADB.
