I am having the same issue...'adb' is not recognized as an internal or external command, operable program or batch file.
I have rebooted Win10 and selected "Disable driver signature enforcement".
Any help would be greatly appreciated.
Am I missing something? My computer says the ADB driver is already installed...I have a green check mark and device status is OK.
I guess I just don't understand how these settings get changed with the abd.exe

When you open the cmd file, are your right clicking and then choosing run as administrator? If you are, don't do that. Just regularly open that file by double clicking and it should work.

Do I need to edit the Disable_ADB file before running? Am I supposed to change some of the packages to unhide? If so, which ones? Currently all say: adb shell pm hide before package name.

Looks like I placed my questions in the wrong category...Verizon. I am AT&T with the issue of not being able to Disable ADB...sorry. Are you still able to help knowing that tidbit of critical information.

I moved it so you are all set. Do you have the APK installer open when you open the cmd file? and no need to edit the command file. just open it regularly, meaning double left click.

Yes, APK installer open, N7 in Airplane mode with no SIM card in, plugged in to PC. APK installer shows green check mark on left, OK on right. Clicking Install button at bottom results in "ADB Driver already installed". PC is Win10 booted with "Disable driver signature enforcement" selected. Double clicking "Disable_ADB" script results in command prompt that never runs the script...just hangs with "Please Connect Device to Begin, USB Debugging must be enabled on device" at the top. OEM unlock is on (blue), USB debugging is on (blue), Verify apps via USB is on (blue). Seems I am missing something with the driver install or have an incorrect driver...the phone is not recognized or something like that. Currently the phone can charge to 100%. Get the "Safety Recall Notice" when I plug in the phone, but not every time i turn it on as it did when the 60% battery was imposed. Starting to get "An update is available" notice...so hope to get this figured out before the update gets installed again. Also, tried installing Package Disabler Pro, but don't see the packages that need to be blocked to prevent the update from happening automatically. Thanks in advance for your help...and for getting me this far...so good to have the battery back to full capacity.

Seems I may have had an outdated version of Smart Switch installed. The script ran successfully!!! Thank you!!!
Anything further to do? Any need for package disabler pro at this point (for preventing the update)? I've seen rumors that they will start disabling phones via IMEI...so may have another week with my N7.

Is it possible to remove the "Safety Recall Notice"? This only pops up when I plug in the phone...a byproduct I can live with...but if there is a way to remove it, that would be sweet! Thanks again for all the work/help restoring functionality to N7's.

I did complete the APK Installer and the script completed successfully. I originally had the Recall notice every time I turned on my display...when the battery was limited to 60%. Now, I have full battery and the notice only comes up when I plug in my phone or reboot it...so very little compared to before.

from my understanding, if you have the original note then the recall notice won't go away. I've read that the app goodlock can help

Yeah goodlock does make it go away but it also changes your lock screen to the app default. You will have a set set of icons at the bottom of the lock screen.
